MEDIA’s Content Cluster brings together a number of funding opportunities aimed at producers and audiovisual content developers.

It promotes cross-border cooperation from an early stage, supports projects that have strong potential for international distribution and stimulates technological innovation.

European Co-Development

This scheme supports the co-development of one fiction, animation or creative documentary project for cinema, television or online platforms. It seeks to encourage producers from different countries with different production capacities to start working together at development stage, and to scale up projects with a view to boosting their potential for international distribution.

Upcoming deadline for applications:

17 November 2021 17:00

Projects in development whose first day of principal photography, or equivalent, must not be scheduled to occur within 10 months from the date of the deadline.

  • Features of a minimum length of 60 minutes intended primarily for release in cinemas;
  • Fiction projects (one-off or series) of a total duration of minimum 90 minutes, animation (one-off or series) of a total duration of minimum 24 minutes and creative documentaries (one-off or series) of a total duration of minimum 50 minutes intended primarily for television or digital platforms;
  • Interactive, non-linear fiction, animation or creative documentary projects (e.g. narrative virtual reality projects) of any duration.

Non-repayable grants of maximum € 60.000 per partner

Applications by one production company (project leader) and at least one partner established in at least 2 different European countries. The applicant must be able to demonstrate recent experience in producing internationally distributed audiovisual works.

Applicants need to set up an account in the European Commission’s dedicated register and submit their application and all required annexes electronically before the call deadline via the Funding & Tenders Portal.

European Slate & Mini-Slate Development

This scheme supports the development of slates consisting of 2 to 3 (Mini-Slate) or 3 to 5 (Slate) fiction, animation or creative documentary projects for cinema, television or online platforms.

MEDIA’s Slate and Mini-Slate Funding aims to enable European producers working on several projects in parallel to scale up, diversify and innovate, and to strengthen their market position. It promotes the development of diverse films and content with great artistic value and strong potential for international distribution.

! The Mini-Slate scheme is only open to producers established in low production capacity countries, which includes Luxembourg.

Slates with 3-5 or Mini-Slates with 2-3 projects in development whose first day of principal photography, or equivalent, must not be scheduled to occur within 10 months from the date of the deadline.

  • Features of a minimum length of 60 minutes intended primarily for release in cinemas;
  • Fiction projects (one-off or series) of a total duration of minimum 90 minutes, animation (one-off or series) of a total duration of minimum 24 minutes and creative documentaries (one-off or series) of a total duration of minimum 50 minutes intended primarily for television or digital platforms;
  • Interactive, non-linear fiction, animation or creative documentary projects (e.g. narrative virtual reality projects) of any duration.

A short film by an emerging filmmaker may also be included in the slate.

Slate: Non-repayable grants ranging from maximum € 90 000 to maximum € 510 000 depending on the number and types of projects included in the application.

Mini-Slate: Non-repayable grants ranging from maximum € 60 000 to maximum € 310 000 depending on the number and types of projects included in the application.

Independent European production companies able to demonstrate recent experience in producing internationally distributed audiovisual works.

TV & Online Content

This is MEDIA’s only production funding scheme, which seeks to promote cross-border cooperation between industry operators – producers, broadcasters, platforms and sales – to produce high quality, original programming likely to achieve wide international distribution in a multi-platform environment. The scheme also aims to strengthen the capacity of European independent producers to retain their IP rights and exploit them globally.

Upcoming deadline for applications:

in 2022

Projects whose first day of principal photography, or equivalent, must be scheduled to occur after the publication date of the call for proposals, with at least two linear or non-linear broadcasters from at least two different European countries on board. A minimum of 40% of the financing must come from third party sources of finance, either through direct financing or by advance sales. A minimum of 50% of the total estimated financing must come from European countries.

Projects must have great artistic or creative value and strong potential to reach audiences at European and international level.

  • Drama films (one-off or series) of a total combined duration of minimum 90 minutes.
  • Animation (one-off or series) or a total combined duration of minimum 24 minutes.
  • Creative documentaries (one-off or series) of a total combined duration of minimum 50 minutes.

Projects must feature significant participation of European professionals (based on a points scale made available with call for proposals).

Non-repayable grants of maximum € 300.000 for creative documentaries.
Non-repayable grants of maximum € 500 000 for animation projects.

For drama works:
€ 500 000 for projects with a production budget below EUR 10M;
€ 1.000.000 for projects with a production budget between € 10m and € 20m;
€ 2.000.000 for projects with a production budget above € 20m.
